The Employee Enrolment Scheme 2025 is a government initiative launched by the Ministry of Labour and Employment to bring more workers under the ambit of social security through the Employees’ Provident Fund Organisation (EPFO).
According to a statement by the Ministry of Labour and Employment, the Employees’ Enrolment Scheme – 2025 is a one-time special window for employers to voluntarily declare and register employees who were previously left out of EPF coverage.
Here are the key details:
Eligibility Criteria:
– Employees who joined the organisation between July 1, 2017, and October 31, 2025
– Are alive and currently employed
– Have not been enrolled under the EPF scheme for any reason
Benefits for Employers:
– Waiver of employee’s share of provident fund contribution for the past period (July 1, 2017, to October 31, 2025), provided it wasn’t deducted from employee’s wages
– Nominal penalty of ₹100
– Eligibility to participate in the Pradhan Mantri-Viksit Bharat Rojgar Yojana (PM-VBRY)

– Voluntary declaration and enrolment of eligible employees
– Employers need to pay their share of contributions, interest, and administrative charges
– No suo moto compliance action will be initiated by EPFO against employers who avail the benefits of the scheme
Objectives:
– Expand social security coverage
– Boost enrolment under social security scheme
– Help employers regularise past records with minimal financial and legal burden
– Facilitate ease of doing business
The scheme is operational from November 1, 2025, to April 30, 2026, and aims to formalize the workforce and improve social security coverage for millions of workers.
